In 2024, five years after going rogue and taking down Rizwan Ilyasi,[a] Kabir Dhaliwal is working as a freelance mercenary for various international contractors. After killing a big gangster in Japan, Kabir goes to Berlin to meet the contractor and receive the money, but there he is drugged by the contractor and transported to India, where he is introduced to the Kali Cartel — a powerful criminal syndicate comprising members from India, Russia, China and its neighboring countries, aiming to infiltrate and control the Indian government. The cartel requests Kabir’s assistance, unaware that two years earlier, Colonel Sunil Luthra had secretly tasked him with infiltrating the organization, creating the public perception that Kabir was a rogue agent and no longer affiliated with RAW.
Kabir’s first assignment from the cartel is to assassinate Luthra, a way to prove his loyalty to the organization. Luthra, himself, coerces Kabir into carrying out the act, which Kabir does with a deep emotional conflict. This earns Kabir the trust of the cartel, and he is sent to Yemen to meet the Indian leader of the cartel — the businessman Gautam Gulati. Meanwhile, RAW receives footage of Kabir killing Luthra, and former Colonel Vikrant Kaul is appointed as the new RAW chief. Wing Commander Kavya, Luthra’s daughter and Kabir’s former lover, joins the team assigned to track him. On the recommendation of Defence Minister Vilasrao Sarang, Special Unit Officer Vikram Chelapathi is recruited to the task force, who shares unrevealed personal grudge against Kabir.
Kabir is later tracked to Spain, where he is visiting his adopted daughter Ruhi. He is ambushed by RAW officials but was tipped earlier by the cartel. Vikram pursues him in a high-speed car chase and later on a train, but allows him to escape moments before the train crashes. Kabir, along with Ruhi, visits Khalid's house in Manali and asks Khalid's mother Nafisa to keep Ruhi safe. Following a deliberate clue left by Kabir, Vikram meets him privately and learns the truth about Kabir’s mission, agreeing to aid him. Gulati subsequently orders Kabir to assassinate Sarang’s family aboard a chartered flight to pressure the minister. Kabir, along with mercenaries from the cartel, attaches the plane to a stealth bomber, facilitating intrusion into the plane, however, Kabir turns back on the cartel. With Vikram’s help, he kills the attackers on the plane and appears to save the family, but to his shock, Vikram is revealed to be secretly a member of the cartel as he murders them in front of Kabir. He ejects Kabir from the plane and addresses him cryptically as “Kaboo.” Following his landing on the ground, Kabir remembers his troublesome childhood.
In 1999 Mumbai, a 15-year-old Kabir is left homeless after his widowed father dies by suicide. He befriends a boy named Raghu, and the two are arrested during a robbery, ending up in a juvenile detention center. Luthra, then an army major, visits to motivate the inmates to join the army. Kabir and Raghu pass the physical tests, but Raghu fails the emotional evaluation for prioritizing himself over the country. Kabir enlists in the army with Luthra’s support, leaving Raghu behind. Feeling betrayed, Raghu escapes detention — and is later revealed to be Vikram.
In the present, Kabir tracks Gulati to Abu Dhabi and attempts to assassinate him. Vikram intervenes and kills Gulati himself so that he can take his position in the cartel and also frames Kabir for the murder in RAW’s eyes. After a boat chase, Kabir escapes. Gulati's assassination raises suspicion in Kavya's mind about Kabir, who later reunites with Kavya, revealing his mission and Vikram’s true identity as a double-agent. When Kavya tries to alert Sarang, the pair are attacked by mercenaries and they realize Sarang himself is part of the cartel. He had orchestrated Vikram’s infiltration and the murder of his own family to gain public sympathy and secure his path to becoming the Prime Minister. As Kabir and Kavya become trapped by attackers, they are later rescued by Kaul.
At the World Economic Forum in Davos, Sarang and Vikram plan to assassinate the Indian Prime Minister. Kabir manages to spoil Vikram's plan as he shoots and kills Sarang and shoots Vikram in the cable car, but spares his life. The shootout leads to a huge panic in the cartel as Sarang was their important assset. Vikram is given a final ultimatum by the cartel members to eliminate Kabir once and for all. Vikram challenges him to a final battle and this leads to a hand-to-hand combat between the duo in an ice cave. Kabir stabs Vikram, who confesses his resentment over Kabir “betraying” him in their youth despite always supporting him. Kabir, recognizing Vikram’s lingering humanity and feeling guilty, convinces him to help him dismantle the cartel.
Nine months later, Vikram is officially declared a martyr by the Indian government, but is revealed to be secretly working with Kabir under the shadows as both execute all the remaining cartel leaders. The two part ways, agreeing to reunite if a new threat emerges. Kabir assures Kaul that he will always serve India, and also rekindles his relationship with Kavya. In a post-credits scene, an unidentified man tattoos the Greek letter α on a young girl’s hand, inducting her into a covert government program called Alpha.

In March 2024, Roshan shot his introductory sequence in Mumbai. A set resembling a Shaolin Monastery was constructed for the katana fight sequence.[30][31] In April 2024, Roshan and Rao filmed an aerial action sequence in Vile Parle.[32][33] In August 2024, Advani shot her introductory scene at the Infiniti Mall, Malad.[34] In September 2024, a 15-day schedule took place in Italy across Venice, Lake Como, Naples, Tuscany, Sorrento Peninsula, and the Amalfi Coast where a song featuring Advani and Roshan along with a few action sequences, were filmed.[35][36] In October 2024, a 40-man action sequence featuring Rao was shot in Andheri.[37]
The film's climax was shot in December 2024 at constructed sets in Film City and YRF Studios in Mumbai.[38] Action directors Anal Arasu, Spiro Razatos, Craig Macrae, Se-yeong Oh and Sunil Rodrigues choreographed the sequence.[39][40] A dance sequence featuring Roshan and Rao, choreographed by Bosco Martis, was scheduled to be filmed in March 2025 featuring more than 500 background dancers;[41][42] however, it was delayed after Roshan sustained a leg injury during the rehearsals.[43] It was later filmed in the first week of July 2025.[44] Rao began dubbing in the same month.[45] Filming was also wrapped simultaneously.[46][47]
